Disclosure implementation for Effect

Hello,

Would it make sense to add a Disclosure implementation for Effect?
Currently the only way to manipulate the observers is through the template itself.

Thank you for bringing this up.

It makes sense for Effect to implement Disclosure, I raised an issue to track this.
